Covered-person screening
The US Justice Department's bulk sensitive data rule (28 CFR Part 202) restricts giving access to precise geolocation data about people to "covered persons" — organisations incorporated in, or owned or controlled from, a country of concern (China including Hong Kong and Macau, Cuba, Iran, North Korea, Russia, Venezuela), and people acting for them. The platform is the party giving access, so it screens every organisation before it can accept a licence for, or reach, person or vehicle location data, whether it buys or sells.
Vessel and animal listings do not need screening: search them, accept their licences and download them as soon as you sign up.
How to request screening
- Sign up and note your organisation id (on your account page).
- Send the operator:
- your organisation id;
- the organisation's legal name and country of incorporation;
- a signed declaration of who owns or controls the organisation (anyone with 50% or more), and that it is not a covered person.
- The operator reviews it and records the screening. Person and vehicle listings open to your keys at once. A screening stands for 365 days and is then renewed the same way.
The address to send it to is given in the refusal you see when you try to accept a person or vehicle licence, and on your account page.
Sign-up cannot screen automatically: the declaration has to be read by a person, and an organisation incorporated in a country of concern cannot be cleared at all.
